Most Hayward Houses Went Up Before California Had an Energy Code at All

Hayward's median home was built around 1972, six years before California's Title 24 energy standards first took effect in 1978. Attic insulation in that tract stock went in at R-values the state no longer accepts for new work, and half a century of settling, foot traffic and rodent runways has compressed whatever is up there. Houses through Fairway Park, Southgate and the Harder-Tennyson grid very often measure short of target when we put a ruler into the material.

The climate makes the shortfall show at both ends of the year. Borate-treated cellulose carries built-in resistance to insects, worth having in a city with drywood pressure on the hillside blocks and subterranean pressure down on the flats. And new material goes in only after the eave and gable vents are sealed. Otherwise the first roof rat to find the attic gets a fresh nest at your expense.
