Blattella germanica lives entirely indoors and needs three things: warmth, water, and a tight crack. A Fort Ord-era apartment supplies all three permanently — the void behind a kitchen sink, the gap where the drain line leaves the cabinet, the motor housing of a refrigerator, the hollow behind a cabinet kick plate. They cluster where those three meet, which is almost never where you see the roach.

Seaside's building stock is what turns this into a building-level problem instead of a unit-level one. This is the densest city on the Monterey Peninsula, and the apartment and fourplex stock through central Seaside and the blocks off Broadway Avenue was built to stack kitchens and baths on one plumbing chase. Treating a single apartment while that chase stays open pushes the population next door, and it walks back. The marine climate helps them along too. Nothing here gets cold enough to reach an interior wall void, so there is no seasonal die-back the way there is over the hill in the valley.

The other part deserves saying plainly. Cockroaches in a Seaside apartment are not a judgment on anyone's cleaning. They arrive in cardboard, in secondhand appliances, in a grocery bag, and through the wall from a unit nobody has inspected. Sanitation makes treatment work faster because it removes competing food, but it is not the cause — and embarrassment is the main reason people wait until the population is far harder to knock down.
