Monterey's bird pressure is a waterfront problem before it is a building problem. Old Fisherman's Wharf, the Cannery Row District and the restaurant blocks along Alvarado Street combine an open food source with sheltered horizontal ledges — parapets, sign backs, awning frames, and the beam pockets in the old cannery-era structures — and rock pigeons and gulls will use every one of them.
